Esta tesis propone analizar la gestión deportiva municipal del Partido de Bahía Blanca para el período 2019-2021. Proyecta identificar los planes que se ejecutan y analizar cómo la eficiencia y eficacia
de la gestión pública deportiva se vincula al proceso de planificación y ejecución de políticas públicas y a la planificación estratégica, articulando métodos específicos para la incorporación efectiva del derecho a su práctica. Para ello, se plantea como objetivo analizar la gestión deportiva municipal del Partido
de Bahía Blanca en el período del 2019 al 2021. El estudio es de carácter cualitativo, teórico, y con análisis de abordaje integral. Se utilizó el estudio exploratorio descriptivo, con el fin de buscar el proceso metodológico, tanto desde lo administrativo como de la planificación de políticas públicas en la
gestión deportiva municipal. Además, se utilizó la entrevista en profundidad y se aplicó la Matriz DAFO.
Con esta investigación se advierten serias deficiencias de la gestión deportiva municipal, donde no existe una planificación estratégica, ni se desarrollan políticas públicas deportivas desde su conceptualidad; no se utilizan herramientas de consulta a la comunidad, tampoco se lleva adelante un proceso de profesionalización de las y los agentes del área, ni existe articulación estratégica entre la Secretaría de Políticas Sociales y la Subsecretaría de Deporte y juventud de la ciudad.
This thesis proposes to analyze the municipal sports management of the Partido de Bahía Blanca for the period 2019-2021. It projects to identify the plans that are executed and analyze how the efficiency and effectiveness of public sports management is linked to the process of planning and execution of public policies and to strategic planning, articulating specific methods for the effective incorporation of the right into its practice. For this, the objective is analyze the municipal sports management of the Bahía Blanca Party in the period from 2019 to 2021. The study is of a qualitative, theoretical nature, and with an analysis of a comprehensive approach. The descriptive exploratory study was used, in order to search for the methodological process, both from the administrative aspect and from the planning of public policies in municipal sports management. In addition, the in depth interview was used and the DAFO Matrix was applied. With this investigation, serious deficiencies of municipal sports management are noticed, where there is no strategic planning, nor are public sports policies developed from their conceptuality; Community consultation tools are not used, nor is a process of professionalization of the agents in the area carried out, nor is there a strategic coordination between the Secretariat for Social Policies and the Sub-Secretary for Sports and Youth of the city.
