Esta investigación está guiada por el interés por el Estado y sus instrumentos. Con el objetivo de aportar al campo de las políticas estatales, se realiza un análisis desde el concepto de Instrumentos de Gestión Estatal de los programas “Agua más Trabajo”, “Argentina Trabaja”, y “Jóvenes con Más y Mejor Trabajo”, en los municipios del conurbano bonaerense durante el período 2003-2015. Abordando un período excepcional de reconfiguración del Estado Nacional Argentino y su “rol” en la dinámica social, producto de la crisis de características sistémicas que atravesó nuestro país a comienzos de este siglo. Desde nuestra perspectiva teórica y metodológica, entendemos que toda política estatal necesita de instancias o soportes en los que materializarse, y por los cuales desplegarse y ponerse en “juego”. Los instrumentos y especialmente sus componentes son esas instancias materiales que conforman la trama mediante la cual el Estado operativiza sus decisiones y sobre la cual operan las dimensiones que condicionan su estructuración y su funcionamiento. Se trata de una operación analítica —a través del herramental construido desde nuestro enfoque— en dos dimensiones. Una dimensión que devela cómo el sentido
estratégico que asume el accionar estatal impregna el modo en que se estructuran los Instrumentos de Gestión Estatal. Y otra, que se refiere a la forma en que, al momento de operativizar esa estrategia, la misma se tradujo en una funcionalidad táctica que condicionó a sus componentes. De esta manera, comenzamos a configurar una perspectiva teórica y analítica que —desde el concepto de Instrumentos de Gestión Estatal— se propone como un enfoque alternativo de análisis instrumental sobre las políticas estatales, pero principalmente sobre el Estado y su acción.
This research is guided by interest in the State and its instruments. With the objective of contributing to the field of state policies, an analysis is carried out from the concept of State Management Instruments of the programs "Water plus Work", "Argentina Works", and "Youth with More and Better Work", in the municipalities of the Buenos Aires suburbs during the period 2003-2015. Addressing an exceptional period of reconfiguration of the Argentine National State and its "role" in the social dynamics, product of the crisis of systemic characteristics that our country went through at the beginning of this century. From our theoretical and methodological perspective, we understand that all state policy needs instances or supports in which to materialize, and through which to unfold and put itself into play. The instruments and especially their components are those material instances that make up the fabric through which the State makes its decisions operational and on which the dimensions that condition its structuring and operation operate. It is an analytical operation —through the tooling built from our approach— in two dimensions. A dimension that reveals how the strategic meaning assumed by state action permeates the way in which State Management Instruments are structured. And another, which refers to the way in which, at the moment of operationalizing that strategy, it was translated into a tactical functionality that conditioned its components. In this way, we begin to configure a theoretical and analytical perspective that —from the concept of State Management Instruments— is proposed as an alternative approach to instrumental analysis on state policies, but mainly on the State and its action.
