Esta investigación se inscribe en los estudios sobre las políticas públicas de empleo e inclusión laboral para trabajadores autogestionados y asociativos y hace foco en las diferentes estrategias y acciones que desde los diferentes niveles del Estado se han puesto en marcha a partir de ser considerada la informalidad laboral un problema de agenda pública. Teniendo en consideración esto, el presente trabajo explora las políticas para la inclusión laboral y el trabajo autogestionado desde la perspectiva de la economía social y solidaria de la Municipalidad de General San Martín durante el periodo 2011-2019. La elección de este caso de estudio obedece, por un lado, a la creación de mecanismos institucionales específicamente orientados a la problemática desde el 2011 y, por el otro, a la magnitud y los alcances logrados por el gobierno local en esta materia hasta el 2019, en el período de dos gestiones gubernamentales en el municipio. La reconstrucción de esta política permite observar las dinámicas de relación entre diferentes actores, así como problemas y herramientas destinadas a este sector. A través del desarrollo de los distintos capítulos se muestran las complejidades teóricas en relación con la definición de un enfoque centrado en la economía social, solidaria y popular, tanto como las vinculadas con el proceso de construcción de una política pública orientada hacia el mejoramiento de las condiciones y derechos laborales de los sectores que han encontrado en las experiencias cooperativas y autogestivas formas de acceso al trabajo.
This research is part of the studies on public policies on employment and labor inclusion for self-managed and associative workers and focuses on the different strategies and actions that have been implemented from different levels of the State since labor informality has been considered a problem of public agenda. Taking this into consideration, this paper explores the policies for labor inclusion and self-managed work from the perspective of the social and solidarity economy of the Municipality of General San Martín during the period 2011-2019. The choice of this case study is due, on the one hand, to the creation of institutional mechanisms specifically oriented to the issue since 2011 and, on the other hand, to the magnitude and scope achieved by the local government in this matter until 2019, in the period of two governmental administrations in the municipality. The reconstruction of this policy makes it possible to observe the dynamics of the relationship between different actors, as well as problems and tools aimed at this sector. Through the development of the different chapters we show the theoretical complexities related to the definition of an approach focused on the social, solidarity and popular economy, as well as those linked to the process of building a public policy aimed at improving the labor conditions and rights of the sectors that have found in the cooperative and self-managed experiences forms of access to work.
