| Resumen / Abstract : | Introducción: este artículo identifica el proceso de construcción del Estatuto Migratorio Andino, con especial énfasis en la participación de los actores no gubernamentales. Este estatuto es una política regional que se produjo con un proceso de difusión bottom-up de largo plazo, donde confluye la intención gubernamental de la convergencia normativa regional y la necesidad de un cambio de enfoque, propiciado por los actores sociales regionales. Introduction: This article identifies the process of construction of the Andean Migration Statute, with emphasis on the participation of non-governmental actors. The Andean Migration Statute is a regional policy that occurs with a long-term bottom-up diffusion process, where the government's intention of regional normative convergence and the need for a change in approach brought about by social actors come together. |
