El sistema internacional se encuentra en uno de sus momentos más graves desde el fin de la Segunda Guerra Mundial. Las tensiones que antecedieron a la guerra de Irak y los pasos que están dando EEUU y algunos de sus aliados con posterioridad a la contienda muestran que hay un intento de reorganizar el mundo, de alcanzar un nuevo orden que recuerda los peores intentos autoritarios del siglo XX.
