Cotacachi es un Cantón que tiene una importante población indígena que vive en zonas minifundizadas. A pesar de existir una disponibilidad de tierras en haciendas, los conflictos por tierras no han sido el mecanismo de acceso a éstas. Después de las reformas institucionales de 1994, cada vez predominan más los mecanismos de mercado como medios de acceso a la tierra.
