En agosto de 2011 se inició la Octava Marcha Indígena en Bolivia por la defensa y el reconocimiento de los derechos de los pueblos y naciones indígenas sobre su territorio - reclamo que fue iniciado en 1990 – a esto se suma el conflicto generado por el anuncio del gobierno de Evo Morales y la construcción de la megacarretera transoceánica que atravesaría el corazón del Territorio Indígena y Parque Nacional Isiboro Sécure (TIPNIS). A pesar de haber transcurrido un poco más de dos décadas de reclamos, denuncias y la exigencia del cumplimiento de las leyes bolivianas, la demanda por la tierra sigue siendo el problema principal. La propuesta del presente artículo es reflexionar sobre el conflicto del TIPNIS como una lucha por el territorio antes que como problema ambiental.
The 8th Indigenous People March in Bolivia started in August 2011 to the defense and recognition of the rights of indigenous peoples and their territories, also as a response to government plans to build a transoceanic highway through the Isiboro Secure Indigenous Territory and National Park (known by its Spanish acronym TIPNIS). Despite it has been more than two decades since these nations have been claiming and demanding that laws are enforced, the fight over the land is still the main issue. This paper proposes to think the conflict around TIPNIS mainly on the basis of a land problem and secondary as an environmental conflict.
