Resumen / Abstract : Al tratar de entender la política fiscal y su ejercicio en la economía del Ecuador, sobresale la importancia de incrementar los ingresos y hacer eficiente el gasto, para mantener una economía equilibrada y solvente. Desde este punto de vista, la política tributaria juega un papel de singular importancia en la conformación de los ingresos del Estado. En el Ecuador los ingresos tributarios han tenido singular implicación en los últimos diez años, incorporando a la economía elementos adicionales a los tradicionales como los ingresos petroleros. En este contexto, la Administración Tributaria Central de recaudación de los tributos internos, emprendió esta tarea a partir de su creación, desde el 2 de diciembre de 1997, a fin de impulsar y mejorar las recaudaciones tributarias, con índices de presión tributaria de gran importancia en estos últimos años. En el presente año, el Servicio de Rentas Internas ha emprendido la tarea de institucionalizar la Administración, entendiéndose esta labor como el reforzamiento técnico, humano y financiero. Técnico: mejorando y brindando seguridad a los sistemas de gestión, de verificación, de control e informáticos de la institución; humano: precautelando los derechos y garantías de los servidores en contrapeso del control y fiscalización de los actos que como servidor público debe rendir cuentas; y, financiero: haciendo uso austero de los recursos fiscales.
Understanding the fiscal policy and its application in the national economy of Ecuador means to delineate the importance of incomes increasing and to make the expenses efficient, in order to keep a balanced and solvent economy. From this point of view, the Taxation Policy plays a key roll within the conformation of the State’s revenues. In Ecuador, the tax revenues have had singular application during the last ten years, incorporating other elements besides the traditional ones to the economy, such as the oil profits. Within this context, the Central Tax Administration has began its duty of collecting internal taxes since its creation –on December 2nd of 1997– impelling the improvement of tax revenues and having important taxation pressure indexes along the last years. In the present year, SRI has began the mission of institutionalize the Administration, understood as the technical, human and financial reinforcement of the institution. Technical: improving and offering reliability to the systems of management, verifying, control and information; Human: looking after servers’ rights and guarantees as counterbalance of the control and monitoring of their acts that –as public servers– must render to the administrated ones; and, Financial: making austere usage of fiscal resources.
