El artículo titulado “Políticas Tributarias y Redistributivas en la Historia Estatal del Ecuador” de autoría de Don Leonardo Espinosa, hace un recorrido histórico a través de los diversos tipos de Estado y sus formas de tributación, para posteriormente estudiar los diferentes intentos de instauración de políticas sociales y redistributivas en el Ecuador desde épocas ancestrales y en periodos como el liberal, en el inicio de la época capitalista, de la época neoliberal, para finalmente realizar un análisis del Impuesto a la Renta y del Impuesto al Valor Agregado en los umbrales del siglo XXI.
The article "Tax Policy and Policy Redistribution in the History of Ecuador" proposed by Mr. Leonardo Espinosa, makes a historic research through several types of policy tax and further studies the different attempts to establish a social policy and income redistribution in Ecuador since ancient times. Finally he makes an analysis of the Income Tax and the Value Added Tax in the 21th century.
