El artículo aborda el concepto del populismo penal, desde una perspectiva teórica general, considerando el origen de la prisión como método de control y prevención del delito y su posterior crisis, haciendo una referencia global a las realidades de América Latina. Luego, se describen las causas del delito, para finalizar analizando lo que evade el populismo penal y las alternativas que proponen Las Naciones Unidas, el PNUD y el Banco Mundial en cuanto a avanzar hacia un comprensión más holística de la seguridad, introduciendo conceptos como cultura de paz, la seguridad humana y prevención del delito y la violencia.
The article discusses the concept of penal populism, from a theoretical overview, whereas the origin of the prison as a method of control and crime prevention and its subsequent crisis, doing a global reference to the realities of Latin America. Then, describes the causes of crime, to finish analyzing what evades criminal populism and the alternatives proposed by the United Nations, UNDP and the World Bank as to move towards an understanding more holistic security, introducing concepts such as culture of peace, human security and prevention of crime and violence.
