El presente trabajo analiza cómo la situación de inseguridad generada por el tráfico de estupefacientes y el crimen organizado a nivel regional afecta el caso particular del Ecuador, y examina hasta qué punto esta problemática debe ser enfrentada como un tema de seguridad interna o seguridad nacional. En este marco, tomando como referencia las consecuencias de la “guerra contra los carteles del narcotráfico” que se ha desencadenado en México, este artículo profundiza sobre la pertinencia y la legalidad de la participación de las Fuerzas Armadas en la lucha contra la delincuencia y el crimen organizado.
This paper analyzes how the insecurity generated by drug trafficking and organized crime at the regional level affects the particular case of Ecuador, examining how this problem should be addressed as a question of internal, or national, security. In the Ecuadorian context, with reference to the consequences of the “war against drug cartels” presently unleashed in Mexico, this article deepens reflection on the pertinence and the legality of the armed forces’ participation in the fight against delinquency as well as organized crime.
