El fracaso de la guerra contra las drogas obliga no solamente a evaluar sus aproximaciones sino también a replantear políticas que se fundamenten en la racionalidad y en la democracia deliberativa, posibilitando debates que sobrepasen las representaciones sociales que se han construido en torno a las sustancias ilegales. Este trabajo revisa las políticas internacionales sobre drogas y sus efectos en el Ecuador, y culmina con planteamientos que priorizan la información adecuada y la posibilidad de organización de la sociedad civil a partir de la acción comunicativa, de forma que pueda abrirse un debate democrático desde el cual sea posible desmitificarse un tabú basado en pseudociencia y en discurso político, y genere nuevas aproximaciones que rompan los mitos y puedan enfrentar el tema de las drogas y sus diversos usos desde las subjetividades.
The failure of the war on drugs requires not only an evaluation of previous approaches to the topic, but also a rethinking of drug war policies from a rational and deliberative democratic perspective allowing for debates that overcome the social representations that have been built up around illegal substances. This work reviews the international policies regarding drugs and their effects in Ecuador, and it ends with propositions that prioritize adequate information access and the possibility of organizing civil society through communicative action. The argument here is that communicative action remains the only way a democratic debate could possibly be generated, demystifying a taboo topic based largely in pseudo science and politicized discourse, and developing new approaches that break with myths and come face-to-face with the drug issue in all its diverse subjective applications.
