O presente artigo tem por objetivo abordar o processo pelo qual a violência é base constitutiva da relação que o Estado estabelece com populações marginalizadas. Para tanto, apresentarei a sequência eventos que marcaram a cidade do Rio de Janeiro/RJ – Brasil na semana de 21 a 28 de novembro do ano de 2010 – tomados aqui como um “evento crítico”. Em seguida, percorro o processo pelo qual as favelas cariocas passam a ser entendidas sobretudo sob o signo da “violência” demarcando os limites das políticas voltadas para esses territórios e populações. Busco, portanto, articular elementos empíricos e ferramentas teóricas para compreender como o entendimento de tais populações como emanadoras da “violência urbana” passa a pautar a relação que se estabelece com as mesmas.
This article’s main objective, the process by which addressing violence becomes a constitutive basis of the relationship that establishes the state with marginalized populations. To achieve this purpose, I will present a sequence of events that marked the city of Rio de Janeiro (Brazil) in the week from 21 to 28 November in the year 2010, taken here as a “critical event”. Then I will make a tour to the process by which the favelas become knowledgeable as a territory of “violence”, marking the limits of policies to those territories and populations. Therefore, I seek to articulate theoretical and empirical evidence to understand how the understanding of these populations as producers of “urban violence” transformed their relationship with the State and the public sphere.
