Description
Este trabajo es una aproximación teórica acerca de los procesos de consolidación de estos regímenes internacionales en ciernes. Sin embargo de aquello, es posible advertir ciertas características comunes con anteriores procesos de cooperación multilateral. La hipótesis central de este trabajo habla acerca de la dificultad de una consolidación plena de este tipo de organismos por la diversidad de intereses del bloque regional, así como la débil institucionalidad de la mayoría de los países en la región.
