dc.descriptionEste trabajo reflexiona de modo crítico sobre la noción de protección social que hoy se utiliza para englobar sistemas muy diferentes bajo un mismo ideario de protección (que no es tal). Para ello, revisa la convergencia de los sistemas de seguridad y ayuda social, tanto en lo conceptual como en su evolución, a fin de evitar el riesgo de analizar los instrumentos de la política social sin problematizar el modelo de Estado de Bienestar (EB) que lo contiene. El artículo trata sobre la vigencia del pensamiento liberal y sus principales convenciones, el devenir de la noción de Estado de Bienestar y de protección social cuando se utilizan como sinónimos, así como la evolución de los Programas de Transferencias Condicionadas (PTC) cuya centralidad domina el debate sobre sistemas de protección en la región. Asimismo, advierte sobre la tendencia reduccionista que puede operar bajo la amplia idea de la protección social, resultando más fortalecidos los dispositivos de “ayuda” que los de “seguridad”. Algo que puede resultar funcional para el libre albedrio de las llamadas fuerzas de mercado.es_ES
dc.descriptionThis paper reflects critically about the concept of social protection that now is used to incluided very different systems under the same idea of protection (that is not so). To do this, reviews the convergence of security systems and social care, both conceptually and in their evolution, to avoid the risk of analyzing models of social policy without question the Welfare State (WS) containing it. The article is about the actuality of liberal thought and its main conventions, the evolution of the notion of EB and social protection when used as synonyms, as well as the evolution of Conditional Cash Transfer Programs (PTC) whose centrality dominates the debate on protection systems in the region. It also warns of the reductionist trend that can operate under the extensive idea of social protection, resulting more strengthened the devices of “help” than of the “security”.
