En la historia contemporánea argentina podemos identificar ciertos momentos del desarrollo político estatal donde se explicita abiertamente la necesidad de una política de formación y capacitación para sus cuadros dirigentes. Uno de ellos fue la reforma de la Constitución en 1994 cuando esta problemática adquiere rango constitucional al reconocer a los partidos políticos como instituciones fundamentales del sistema democrático y, en consecuencia, consagrar la capacitación de cuadros políticos como política de Estado orientada a la gestión del sector público y liderada por el Estado. A partir de allí emerge la necesidad y se formaliza una política que más allá de integrar la agenda de cuestiones socialmente problematizadas, no logra estabilizarse y alcanzar altos niveles de institucionalización, quedando atrapada, en cada gobierno, en la discusión de quién y dónde se tienen que concretar esos procesos de formación y capacitación. El gobierno de Néstor Kirchner no fue ajeno a esta discusión al orientar a esta política a las demandas de una sociedad que tras la crisis de 2001 reclamaba recambio dirigencial, participación, legitimidad y transparencia en la gestión estatal. A través de este trabajo se busca responder a la siguiente pregunta de investigación: ¿Cuáles han sido las políticas formuladas e implementadas por el Estado orientadas a la formación y capacitación de cuadros políticos en el período que va desde el 2003 al 2007 en la Argentina?
In the contemporary history of Argentina we can identify certain moments of political state development where explicitly appears the need of a policy of training for its leader pictures. One of this moments was the reform of the Constitution in 1994 when this issue acquired constitutional rank recognizing political parties as institutions that are essential for the democratic system and, consequently devoting the training of political cadres as “State policy aimed at the management of the public sector and the State-led” (ENG, 1998: 9). From there emerges the need and, consequently, formalizes a policy that despite integrating the agenda of social issues, fails to stabilize and achieve high levels of institutionalization, being trapped, in every Government, in the discussion of who and where has to perform these processes of education and training. Kirchner’s Government was not unaware to this discussion, guiding this policy towards the demands of a society that after the 2001 crisis demanded leader’s replacement, participation, legitimacy and transparency in the management of the State. This paper attempts to answer the following research question: Which have been the policies formulated and implemented by the State guided to train and educate political cadres in the period that goes from 2003 to 2007 in the Argentina?
