En abril de 1860 decíamos: mucho más conveniente nos parece la reunión de un Congreso Americano para tratar y resolver la cuestión de límites. Este Congreso podría juzgar y decidir sin pasión, y sus decisiones serían respetadas por el interés que tienen todos los Estados en la conservación de la paz. No hay una sola sección americana donde no se halle pendiente esta cuestión, y donde no haya más ó menos las mismas dificultades para terminarla: de aquí la necesidad de apelar al juicio imparcial de un Congreso, si se quiere evitar el extremo violento de la guerra.
