Desde la década de los setenta, los países latinoamericanos han experimentado reformas estructurales en educación y otros sectores que han devenido en procesos de descentralización y de participación de la sociedad. El Perú reemprendió desde el año 2001 un proceso de descentralización, que incluyó a la educación a través de un modelo de regionalización; posteriormente, una política de gobierno decidió girar la gestión educativa hacia su municipalización (2007), estableciéndose en su diseño, la participación de los gobiernos locales y de la comunidad educativa, así como la implementación de un Plan Piloto de dicha política. Tomando como estudio de caso al distrito de Paucarpata (en el departamento de Arequipa), se busca caracterizar la manera como se desarrolla la participación de su municipalidad distrital y de la comunidad educativa local en el marco de la municipalización de la gestión educativa (2007-2009).
Since the seventies, Latin American countries have experienced structural reforms in education and other sectors, characterized by decentralization and participation of society. Since 2001, Peru restarted a decentralization process, which included the proposal of a model of educational regionalization. Thereafter, a government policy decided to transfer the management of educative process to the municipalities (2007), establishing –at the same time- in its design, the participation of both local governments and the educative community, and in its implementation, a previous pilot plan. The general objective of this research, which considers the study case of the Paucarpata district (in the department of Arequipa), is to characterize the process of confluence in the participation of both the town council of Paucarpata and the local educational community, within the framework of the decentralization of educational management (2007-2009).
