La presente tesis analiza cómo el movimiento cocalero peruano despliega una estrategia dual que alterna política de protesta y política de representación, explicándola a partir de la interacción de elementos internos y externos al grupo vinculados entre sí por fuertes liderazgos que viabilizan la acción colectiva. De un lado, sostenemos que factores constitutivos del movimiento tales como una identidad abierta y estructuras organizativas descentralizadas permiten organizar la protesta y facilitan la incursión en la arena política. De otro lado, elementos del entorno definidos como estructuras de oportunidad política, particularmente las aperturas institucionales que trae la transición democrática tras la caída del Fujimorismo, representan un escenario favorable para la acción de los movimientos en la arena electoral.
The present thesis analyses how the Peruvian ‘cocalero’ movement unfold a dual strategy which alternates a policy of protest and a policy of representation, explaining this strategy with base in the interaction among elements which are internal and external to the group, bonded trough strong leaderships which make feasible the collective action. In one hand, we propose that constitutive factors of the movement such as an open identity and decentralized organic structures facilitate the organization of the protest and the incursion in the political arena. In the other hand environment elements, as political chances opportunities, and particularly the institutional openings which imply the democratic transition after the fall of ‘Fujimorismo’, represent a favorable setting for the action of this movement in the electoral arena. In all this process the leaders play a fundamental role been who present the identity, articulate the organization and orientate the situation evaluation. Also, they define the way in which participate in the elections, with base in own experiences and those nearby, specially the ‘cocalero’ experience in Bolivia. The participation in electoral disputes allows the existence of authorities elected among the ‘cocaleros’ today in the country, but also evidence tensions and challenges to the movement, noticeably the discursive tension between class and ethnic revaluation, and the tension between strong leaderships and internal decision’s democratization. There’s the challenge of keeping the dualities: quizzing the movement authorities about the pertinence of leading the protests and how to represent the particular grievances of the ‘cocaleros’ and, at the same time, other universal grievances which touch the society in general.
