La insurrección indígena-militar del 21 de enero del año 2000, no logró su máximo objetivo. Pero cabe preguntarse si instalar en el poder a un “gobierno popular” estaba dentro de la agenda posible para los movimientos sociales y los mandos medios militares que la promovieron.
