Se analiza el comportamiento de los partidos políticos en su trabajo legislativo con el objeto de saber cuáles son los factores que influyen en la definición de los problemas que tratan de legislar (o aprobar) e incluso poder establecer una relación causal entre las decisiones que son tomadas por estos en el Congreso, y los resultados que se esperan de ellas. La propuesta teórica aquí presentada es la de Teoría de Redes, la cual brinda la posibilidad de tomar en cuenta en el análisis elementos tales como actores, jerarquías en las relaciones de poder, niveles de influencia en la organización partidaria, contextos como coyunturas, nodos individuales o grupales y posiciones dentro del entramado de relaciones que a nivel local y global se tejen.
This study analyzes the behavior of political parties in their legislative work in order to identify the factors that influence the definition of the issues they seek to legislate (or pass), and to establish a causal relationship between the decisions they make in Congress and the outcomes expected from them. The theoretical framework proposed is Network Theory, which allows for the incorporation into the analysis of elements such as actors, hierarchies in power relations, levels of influence within party organizations, contextual factors such as political junctures, individual or group nodes, and positions within the web of relationships constructed at both local and global levels.
