La calidad de lo público no resulta indistinta para juzgar la calidad de una democracia, pues la
vitalidad y diversidad de aquel espacio delimita sus posibilidades de despliegue y profundización.
Sin embargo, lo público se nutre tanto de la energía proveniente de la asociatividad, participación,
deliberación y auto-organización de la sociedad civil, como de la universalidad que
el Estado debe asegurar para tornar efectiva la promesa democrática.
The quality of the public sphere is a useful indicator of the quality of democracy; indeed it is the diversity and vitality of the public space that will eventually shape both the spread and the strengthening of democracy. The public sphere is fortified by what it gains from associativity, participation, deliberation and the mobilization of civil society. However, it also benefits from the universality of state projects which are vital to the fulfillment of the democratic promise.
