Este investigación analiza las principales perspectivas que presentan las formas de gobierno y gestión pública en grandes ciudades de la Argentina (específicamente, los casos de la Ciudad Autónoma de Buenos
Aires y Rosario), a partir del examen de distintas políticas de articulación
multiactoral desarrolladas durante la última década: la Planificación Estratégica, la Descentralización y el Presupuesto Participativo. La consideración de estas políticas desde un enfoque de gobernanza buscará dar cuenta de las siguientes cuestiones: i) examinar las principales
particularidades que presentan estos instrumentos de articulación multiactoral en grandes ciudades como forma de entender las
transformaciones desarrolladas en la relación Estado-sociedad durante los últimos años; ii) identificar los cambios y continuidades que hacen al perfil institucional, modelo de gestión pública y alcance de los gobiernos en estas ciudades; iii) caracterizar el proceso de redefinición que asume la política y
la esfera de lo “público” (como ámbito que incluye y supera lo estrictamente estatal) y su incidencia en la generación de nuevas instancias de articulación y participación ciudadana.
This research analyze the principals points of view about the government and public management forms in largest cities of the Argentina (specifically, the cases of City of Buenos Aires and Rosario), from the exam of differents multiactoral articulation policies in the last decade: Strategic Planification, Decentralization and Participative Budget. An analysis of policies with a governance approach will consider the following questions: i) to examine principals’ characteristics about these multiactoral articulation instruments in largest cities for understand the transformations in the Statesociety relation during the last years; ii) to identify the changes and continuities about the institutional profile, model of public management and the scope of the governments in these largest cities; iii) to characterize the redefinition process about the politics and the “public” sphere (like field that include and exceed the State) and your effect in the generation of new places of articulation and citizen participation.
