Description
El de Atuntaqui es considerado un caso exitoso de desarrollo econĂłmico. El autor revisa la experiencia del distrito textil de esta ciudad de la provincia de Imbabura y concluye que el hecho representa, en realidad, un caso de sobre-especializaciĂłn, debido a la ausencia de diversificaciĂłn econĂłmica. Además, el autor reconoce que hay un sesgo urbano por parte de la municipalidad, a partir de lo que señala la necesidad de una aproximaciĂłn territorial más amplia dirigida a la planificaciĂłn de desarrollo local y regional que se enfoque en aspectos como escasez de agua, pobreza rural y explotaciĂłn laboral femenina; lo anterior opuesto a la perspectiva que ignora los vĂnculos entre lo rural y lo urbano. En el artĂculo, el recuento exitoso de este caso es cuestionado al señalarse que los donantes exageran respecto del impacto econĂłmico del cluster textil. Atuntaqui es visto como un modelo entre las ciudades vecinas como resultado de reciente dinamismo econĂłmico. Quienes postulan polĂticas en esa localidad necesitan profundizar sus esfuerzos y tomar en cuenta las externalidades negativas que permiten concluir que los clusters no son la panacea para un rápido desarrollo industrial.
Atuntaqui is heralded as a local economic development success story. The author scrutinizes the experience of the textile industrial district in Atuntaqui in the province of Imbabura, and concludes that the district actually represents a case of overspecialization, given a lack of economic diversification. Moreover the author notes that the municipality has an urban bias, pointing out the need for a broader ¨territorial¨ approach to local and regional development planning that factors in issues like water scarcity, rural poverty and exploitation of female labour, as opposed to the current myopic view that ignores rural urban linkages. In the article the success story of Atuntaqui is downplayed, stating that donors exaggerated the economic impact of the textile cluster. Atuntaqui is viewed as a model by neighboring cities as a result of its recent economic dynamism. Local policy makers need to look deeper into these efforts, and also take into account negative externalities, concluding that clusters are not a panacea for quick industrial development.
