EI debate gemelo sobre la reconceptualización de la seguridad y la reconversión militar, sólo podía desplegarse en América Latina, al concluir la guerra fría y la consiguiente polarización Este-Oeste, ya que mientras esta situación perduró, parecía innecesario discutir, tanto el concepto y la agenda de seguridad, como la función militar en cuanto los mismos se entendían definidos según la oposición de alineamiento. Pero en el marco de la nueva situación internacional, es válido volver a plantear los puntos de partida. Uno de los fundamentos del Contrato Social, es la obligación que tiene el Estado de hacer posible la convivencia pacífica de sus habitantes y el derecho de los ciudadanos a ser garantizados por ello.
