Los desastres constituyen fenómenos complejos, se trata del resultado de procesos socioambientales y territoriales donde se entrelaza y reconfigura la naturaleza y la sociedad. Pese al innegable rol de la naturaleza en la construcción y generación de desastres, estos son fuertemente condicionados por procesos históricos de acumulación de vulnerabilidad sobre ciertas poblaciones, donde el componente étnico y racial ha tenido un carácter central a la hora de determinar quiénes son más afectados. El desastre de 1960 en la comuna de Saavedra (Chile) es ejemplo empírico de esto, aquí los impactos y destrucción causada por el terremoto más grande registrado en la historia y su tsunami no solo responden a la extraordinaria magnitud del fenómeno, sino que son resultado de un proceso de construcción histórica del territorio.
Disasters constitute complex phenomena that are the result of socioenvironmental and territorial processes that reconfigure nature and society. Despite the undeniable role of nature in the construction and production of disasters, these disasters are conditioned by historical processes of accumulation that make certain populations vulnerable. The ethnic and racial component of this vulnerability plays a central role in determining who will be more affected. The disaster of 1960 in the commune of Saavedra (Chile) is an empirical example of this. Here the impacts and destruction caused by the strongest earthquake registered in history and subsequent tsunami are not only marked by the magnitude of this phenomenon but are the result of a process of historical construction of the territory.
