El presente artículo aborda la participación de las Fuerzas Armadas en las cuestiones de seguridad pública de los Estados sudamericanos, centrándose en los marcos legales existentes al respecto y relevando la práctica efectiva concretada durante los últimos años. Específicamente, la introducción de los casos nacionales se vincula con el combate al narcotráfico como expresión del crimen trasnacional organizado. Para ello, el escrito se articula en dos apartados. El primero trata desde una perspectiva legal las posibilidades de emplear el instrumento militar en los asuntos de seguridad doméstica en cada uno de los Estados, mientras que el segundo recoge los riesgos que conlleva dicho empleo teniendo en cuenta las características generales que presenta el negocio del drogas en el subcontinente.
This article discusses the involvement of the military in public security concerns of South American states, focusing on existing legal frameworks and practices that have materialized in recent years. Specifically, discussion of national cases is linked to the combat against drug trafficking as an expression of transnational organized crime. As such, the argument is divided into two sections. The first, from a legal perspective, outlines the possibilities for instrumentalizing the military in domestic security issues, while the second, reflecting the risks of military deployment, outlines general characteristics of the drugs business across the subcontinent.
