Esta investigación analiza los mecanismos institucionales implementados entre 2021 y 2023 por el Gobierno Autónomo Descentralizado (GAD) de Nangaritza para prevenir y erradicar la violencia de género contra las mujeres shuar, teniendo en cuenta la incorporación de los enfoques intercultural e interseccional. El objeto de estudio es examinar la efectividad de dichos mecanismos entre ellos: (1) el Sistema Cantonal de Protección Integral de Derechos (SPID-CN), integrado por el Consejo Cantonal de Protección Integral de Derechos (CCPID-CN) y la Junta Cantonal de Protección Integral de Derechos del Cantón Nangaritza (JCPID-CN); (2) la Comisión de Igualdad, Género e Inclusión Social del Cantón Nangaritza - CIGIS-CN; (3) la Mesa Técnica Intersectorial - MTI; y, (4) el Consejo Consultivo para la Igualdad (CCI) en cumplimiento con la Ley Orgánica Integral para Prevenir y Erradicar la Violencia contra las Mujeres (LOIPEVCM) y la Ordenanza del SCPID-CN, que establece competencias y directrices para la aplicación de mecanismos institucionales en el cantón. Se optó por una metodología cualitativa que incluyó revisión documental, 23 entrevistas semiestructuradas, tres grupos focales con mujeres shuar de diferentes edades y 17 entrevistas a personal técnico y extécnico de instituciones del sistema local y nacional de protección de derechos. Los hallazgos evidencian que, pese a existir una estructura institucional formal, persisten brechas críticas: limitada incorporación del enfoque intercultural e interseccional, escasa representatividad de mujeres shuar en espacios de decisión y desarticulación entre la justicia indígena y la justicia ordinaria. La violencia afecta a las mujeres shuar en todo el ciclo de vida y se manifiesta de manera multifacética. Se concluye que la efectividad de los mecanismos está limitada por una escasa orientación intercultural e interseccional. Se recomienda priorizar diálogos interculturales donde las mujeres shuar intervengan como actoras clave para resolver la violencia en sus territorios.
This research analyzes the institutional mechanisms implemented between 2021 and 2023 by the Decentralized Autonomous Government (GAD) of Nangaritza to prevent and eradicate gender-based violence against Shuar women, assessing the incorporation of intersectional and intercultural approaches. The study examines the effectiveness of these mechanisms: (1) the Cantonal System for the Integral Protection of Rights (SCPID-CN), comprising the Cantonal Council for the Integral Protection of Rights (CCPID-CN) and the Cantonal Board for the Integral Protection of Rights (JCPID-CN); (2) the Commission for Equality, Gender and Social Inclusion (CIGIS-CN); (3) the Intersectoral Technical Roundtable (MTI); and (4) the Advisory Council for Equality (CCI), in compliance with the Organic Law for the Prevention and Eradication of Violence against Women (LOIPEVCM) and the SCPID-CN Ordinance, which establishes competencies and guidelines for implementing institutional mechanisms in the canton. A qualitative methodology was employed, including document review, 23 semi-structured interviews, three focus groups with Shuar women of different ages, and 17 interviews with technical and former technical staff from local and national rights protection institutions. Findings reveal that, despite a formal institutional structure, critical gaps persist: limited incorporation of intercultural and intersectional approaches, low representation of Shuar women in decision-making spaces, and disarticulation between indigenous and ordinary justice systems. Violence affects Shuar women throughout their life cycle and manifests in multifaceted ways. The study concludes that the effectiveness of these mechanisms is constrained by their limited intercultural and intersectional orientation. It recommends prioritizing intercultural dialogues in which Shuar women actively participate as key actors in addressing violence within their territories.
