O artigo tem como objetivo comparar o nível de solidariedade no financiamento da seguridade social de 20 sistemas latino-americanos. Partindo dos conceitos de solidariedade de Marshall e seguridade de Beveridge e da tese de Esping-Andersen, são investigados e pontuados indicadores relativos à estrutura de financiamento da seguridade, que define seu potencial de desmercantilização; à organização da proteção previdenciária, que estabelece as linhas de estratificação das provisões; e aos limiares de tributação, que podem mitigar ou maximizar o potencial de desmercantilização, compondo o Índice de Solidariedade da Seguridade Social.
The objective of this article is to compare the level of solidarity in the financing of social security in 20 Latin American systems. Departing from Marshall’s concepts of solidarity, Beveridge’s security, and Esping-Andersen’s thesis, indicators related to the financing structure of security are investigated and scored, thereby defining the potential for decommodification; the organization of the distribution/capitalization regime, which establishes stratification lines of the provisions; and taxation thresholds, which can mitigate or maximize the potential for decommodification found in the Social Security Solidarity Index.
