En el Segundo Encuentro sobre Periodismo Cultural que se realizó del 13 al 16 de agosto de 1990, en San Cristóbal, Venezuela, convocado por el Convenio Andrés Bello, la preocupación de los organizadores se centró en la escasa difusión de las noticias de carácter cultural que padecen los países de la región. Pero esta preocupación no es nueva, puesto que en 1967 el CIESPAL detectaba ya ese fenómeno en un amplio estudio titulado "Dos Semanas en la Prensa de América Latina".
