En naciones donde el pueblo tiene el derecho de examinar y fallar sobre la buena ó mala dirección que hubieren dado á la cosa pública los encargados para administrarla; el conocimiento de los hechos realizados, en cualquiera de los ramos del gobierno, pertenece á la generalidad de los ciudadanos, porque ese conocimiento sirve de base para el solemne fallo.
