La informalidad urbana en Guayaquil es una de las más altas de América Latina y se ha constituido en el patrón de su crecimiento. El objetivo de este ensayo es reflexionar sobre la estrecha vinculación entre asentamientos informales y políticas habitacionales. En el marco de políticas públicas habitacionales neoliberales insuficientes e inadecuadas, el acceso informal al suelo y la vivienda se ha convertido en la única alternativa de vida para las familias de bajos ingresos; ante ello, el Gobierno local actúa con políticas de legalización de suelo y de dotación deficiente de servicios públicos y equipamiento que terminan estimulando la reproducción de la informalidad.
Urban Informality in Guayaquil is one of the highest in Latin America and it has become the pattern of its growth. The objective of this essay is to reflect on the relationship between informal settlements and housing policies and the role they play in their production and reproduction. Within the framework of neoliberal and inadequate public housing policies; the informal access to land and housing have become the only life alternative for low-income families; to which the local government acts with policies of land legalization and poor provision of public services and equipment which end up stimulating the reproduction of informality.
