En el texto se analizan los tres momentos del proceso de institucionalización de la participación ciudadana en Ecuador. Primero, sus inicios en los años noventa con una frágil institucionalización en la esfera pública no estatal y en los gobiernos locales. Luego, en el período progresista, la institucionalización se expandió en el aparato estatal con una enorme normativa procedimental que derivó en cooptación gubernamental. Por último, con la transición del progresismo vinculada a la corrupción pública, se profundizó la crisis institucional de la participación.
The text analyzes the three moments of the process of institutionalization of citizen participation in Ecuador. It began in the 1990s with a fragile institutionalization in the non-state public sphere, in local governments. Then, in the progressive period, institutionalization expanded in the state apparatus with enormous procedural regulations that led to government co-optation. And then with the transition of progressivism, linked to public corruption, the institutional crisis of participation grew deeper.
