El objetivo de este paper es aplicar la herramienta analítica diseñada para estudiar empíricamente la calidad de la democracia en diversos países (Morlino, 2011), ocupándonos de El Salvador, donde la transición a la democracia estuvo marcada por los Acuerdos de Paz suscritos en 1992, que pusieron fin a un conflicto interno con más de 50 mil muertos y marcaron los lineamientos que deberían seguirse para una gran reforma institucional, que implicaba cambios en la policía, las fuerzas armadas, el sistema judicial, el sistema electoral y cuestiones económicas y sociales, con los que se buscaba superar los déficits que fueron parte del trasfondo del conflicto.
The aim of this paper is to apply the analytical tool designed to empirically study the quality of democracy in various countries (Morlino, 2011). Focusing in El Salvador, where the transition to democracy was marked by the Peace Accords signed in 1992, which ended a domestic conflict with more than 50 people dead and settled the guidelines to be followed for a major institutional reform, which entailed changes in the police, armed forces, judiciary, electoral system and economic and social issues, with which they sought to overcome the deficits that were part of the background of the conflict.
