En el marco de una nueva arquitectura financiera, el rol del mercado de valores cobra mayor importancia. Las reformas estructurales de corte neoliberal desde la década de los noventas no han tenido éxito en desarrollar el mercado de valores nacional en sus propios términos, menos aún como un instrumento para canalizar el ahorro hacia el financiamiento del desarrollo nacional. Estas fallas se han dado por teorías erradas o ignoradas y por falta de consideración a la microestructura y realidades del mercado nacional. En este trabajo se propone encarar la problemática macroeconómica del ahorro e inversión nacional y plantea reformas específicas en la microestructura del mercado ecuatoriano en consideración de los antecedentes teóricos adecuados y de la realidad local, incluyendo el régimen monetario de dolarización de jure.
As part of a new financial architecture, the role of the Ecuadorian securities market is gaining importance. The neoliberal structural reforms since the 1990s have not succeeded in developing the national securities market on their own terms; they have succeeded even less so as an instrument for channeling savings towards the financing of national development. These failures have been due to erred or ignored theories and lack of consideration of the national microstructure and market realities. This paper proposes addressing the macroeconomic issues of savings and domestic investment and recommends specific reforms in the Ecuadorian market microstructure taking into account the adequate theoretical background and the local reality, including the monetary regime of de jure dollarization.
