En Colombia, el reciente periodo de lluvias 2010-2011, trajo consigo alrededor de 500 muertos y más de 3,6 millones de damnificados. Pese a que este periodo de lluvias fue uno de los más fuertes, no fue un hecho sin precedentes puesto que, desde hace más de quince años, se viene presentando este fenómeno de manera recurrente en las mismas regiones del país con la consecuente pérdida de vidas humanas y damnificados, lo que obliga a reflexionar sobre la gestión pública de las autoridades frente a la prevención de las inundaciones en el país. Para desarrollar lo anterior, en este artículo se explica cómo funciona el sistema de gestión del riesgo frente a las inundaciones en Colombia, se presentan las cifras nacionales de los principales estragos que trajo consigo la temporada de lluvias 2010-2011 y finalmente se analiza a través de dos casos, la operatividad de esta política pública: la gestión del riesgo frente a las inundaciones en las regiones de La Mojana y del Canal del Dique. Se evidenció un fracaso estatal en la gestión del riesgo por inundaciones porque a pesar de las cuantiosas inversiones, cada año son más los damnificados y las pérdidas humanas y materiales.
The last rainy season 2010-2011 resulted in Colombia in around 500 casualties and more than 3.6 million of victims. Although this rainfall term accounted for one of the strongest it was not an unprecedented event since for more than fifty years this phenomenon has been taking place in the same Colombian regions producing casualties and victims. This fact makes us to think about the public management by authorities regarding flooding prevention in our country. This article elaborates on this topic explaining the risk management system in case of flooding in Colombia. It shows some national figures of the main ravages brought about by the 2010-2011 rainy seasons. Finally the article analyzes two cases of study of how operational is this public policy in risk management: La Mojana and Canal del Dique regions. It was evident that the state failed in managing the risk management from flooding because despite the important investment, every year the victims, casualties and material damages are increasing steadily.
