Overall, I found this paper to present many intriguing insights about the Andean Indigenist Program and its relation to discourses of development, integration, and national State formation. The paper offers many rich details about the AIP and its founding documents as well as its on-the-ground operations. It also suggests, especially in the conclusión, some of the ways that an analysis of the AIP can inform our broader understandings of development as a technique of governmentality.
