El presente artículo busca analizar los diferentes niveles de responsabilidad de los distintos actores sociales y en especial del Estado en el proceso de generación de vulnerabilidades en el Ecuador. Adicionalmente y en función de este análisis, plantea algunos elementos fundamentales para la implementación de un buen gobierno en gestión de riesgos, entre los cuales se cuentan la participación, el rol del Estado como administrador de fondos públicos, el actual espectro normativo legal, la característica transversal de la afectación frente la ocurrencia de un desastre y por tanto la necesidad de implementar de manera transversal criterios de gestión de riesgos, la estructura del Estado desde una perspectiva institucional y la información como elemento dinamizador esencial.
The present article pursues to analyze the different levels of responsibility of the various social actors and especially the Ecuadorian Estate, as one of them, in the process of generating vulnerabilities in Ecuador. Additionally, and derived from this analysis this article proposes some fundamental elements for the implementation of an appropriate risk management from the Ecuadorian Estate. As far as we know these elements are: citizen participation, government´s role as a public founds administrator, actual legal regulations, transversal impact of a disaster and due to it, the necessity to implement risk management considerations as transversal variables; the structure of the Estate from an institutional approach and information as a key social driver.
