El autor sostiene la importancia de enmarcar a la radio dentro de un proceso social, económico, político, y estructurar tipologías para entenderla dentro de ciertas modalidades discursivas cuyas características y sentido variarán de acuerdo al sistema de interrelaciones que se establezcan entre las dimensiones técnica, política y discursiva. Destaca el poderde la radio como medio de expresión de minorías sociales y el uso de esta en modelos participativos.
