El presente análisis pretende dar cuenta de los debates en torno a la tensión entre políticas universales como construcción de ciudadanía vs mercado. En este trabajo se hará énfasis en las tendencias de los programas dirigidos a jóvenes entre 14 y 30 años en Colombia y Argentina en los últimos 5 años. En un primer momento se presenta un análisis de las dinámicas que configuran las relaciones entre Estado, el mercado y la sociedad, así cómo las tendencias de protección integral y las políticas públicas. A renglón seguido, se exponen las condiciones en las que la juventud en Colombia y en Argentina ejercen sus derechos a la educación y al trabajo. Posteriormente están consignadas las conclusiones.
This analysis seeks to explain the debate between universal policies as building civic vs market: trends with emphasis on programs aimed at young people between 14 and 30 years in Colombia and Argentina in the last 5 years. At first an analysis of the dynamics that shape the components and relations between state, market and society, while factors that are closely linked with the idea of development and public policy are presented. The conditions under which youth in Colombia have to exercise their rights to education and work are then discussed. And a third time a characterization of the case in Argentina is performed. Later of this you can see the conclusions are contained of this analysis.
