Algunas personas acusaron de "apaciguamiento" a los miembros del Congreso renuentes a ir a la guerra. Cuando la historia mire hacia atrás sobre esta guerra preventiva, será el Presidente Bush quien asuma la culpa por tratar de apaciguar a este dictador con dinero, inclinaciones de cabeza y guiños. Es la negativa del Presidente Bush de aceptar la onza de prevención que las sanciones del Congreso hubieran tenido, lo que llevó a este país a la Guerra del Golfo.
