Este artículo busca desvirtuar la idea de que los programas preventivos de seguridad implementados desde hace dos décadas en Bogotá hicieron descender de manera importante las muertes violentas. La falta de evaluaciones científicas ha impedido establecer una relación directa y cabal entre estos programas de seguridad ciudadana y la disminución de las tasas de criminalidad. Algunos de estos planes, altamente mediatizados y publicitados por las autoridades locales, organismos multilaterales y algunos académicos, han partido de diagnósticos falsos y decisiones erróneas que cuestionan su real alcance y eficacia. El artículo hace un balance de los logros alcanzados por estos programas en Bogotá, en especial aquellos pocos que cuentan con estadísticas y cifras concretas.
This article seeks to explode the idea according to which the preventive programs of security implemented during the last two decades in Bogota have contributed to significantly reduce the homicides. The lack of scientific evaluations has prevented from establishing a direct and complete causal relationship between these programs of citizen security and the decrease of the crime rate. Some of these plans, highly publicized by local authorities, multilateral organizations and some scholars, have retaken false diagnoses and wrong decisions that questions their real extent and efficiency. This article evaluates the achievements of these plans in Bogota especially those having a few statistics and concrete figures.
