El cuatrimestre analizado fue intenso en términos de conflictividad política. Las tensiones generadas en torno al nombramiento de la actual Corte Suprema de Justicia por parte del Congreso Nacional, los alineamientos partidarios en pro y en contra de este organismo, las convocatorias y marchas de oposición al régimen, las recurrentes demandas y paralizaciones de servidores públicos y las amenazas de disturbios de los representantes de los gobiernos seccionales por la desatención de la administración estatal central, constituyen sin lugar a duda.
