El proceso de democratización en México ha obligado a repensar el desempeño democrático de los órganos autónomos. En este sentido, el objetivo de esta tesis es identificar cómo las disputas entre proyectos políticos en torno a los órganos autónomos han impactado en su desarrollo democrático. La pertinencia del estudio de los proyectos políticos y su impacto sobre el desarrollo de la democracia en las instituciones se inserta en el marco normativo de la democracia discursiva. Así, con base en el institucionalismo discursivo, enfoque teórico que se concentra en el análisis de las ideas y el proceso interactivo del discurso, lo que interesa es identificar el efecto de las disputas discursivas en el desarrollo institucional del Banco de México (BANXICO) y del Instituto Federal Electoral (IFE) que, en términos generales, también tienen implicaciones sobre el fortalecimiento o deterioro de la democracia en México.
The process of Mexico's democracy has obligated to reconsider how they carry out the autonomous bodies. In this sense, the objective of this thesis is to identify how the disputes amongst the political projects about autonomous bodies have impacted the development of democracy. The relevance of the study of political projects and their impact on the development of the democratic institutions in regards to the regulatory framework of the discursive democracy. So it is based on discursive institutionalism focusing theoretically and concentrating on the analysis of the ideas and the interactive process of discourse. The interest is to identify the effect of the discursive disputes of the development of the Bank of Mexico (BANXICO) and the Federal Electoral Institute (IFE) which determines the strengthening or weakening of Mexico's democracy.
