Este estudio analiza los gastos tributarios en Ecuador, con énfasis en aquellos destinados a promover la inversión y el empleo. De esta manera, se identifican y miden los gastos tributarios relacionados con el IVA y el Impuesto a la Renta y, en base a estos resultados, se realizan propuestas de políticas de incentivos tributarios enfocadas a la generación de inversión y fomento del empleo. Además, se delinea el marco institucional necesario para la introducción, permanencia, transparencia y control de los gastos tributarios.
This article analyzes tax expenditures in Ecuador, paying special attention to those intended to promote investment and employment. Tax expenditures related to the VAT and the Income Tax are identified and measured. Based on these results, policy proposals to attract investment and create jobs are suggested. Moreover, the institutional framework required for the introduction, stability, transparency and control of tax expenditure is outlined.
