Las reformas a la ley de hidrocarburos no constituyen un marco jurídico renovador de la política petrolera. Se abre la puerta legal para la entrega de campos petroleros en explotación e incluso de la infraestructura petrolera a empresas estatales configurando una situación compleja
y contradictoria con los intereses nacionales. La apresurada aprobación de estas reformas legales han impedido una discusión adecuada tendiente a la búsqueda de una economía postpetrolera.
