La pregunta planteada en nuestro título, medio ingenuo medio me- tafísico, tiene al menos una ventaja escondida. Al suprimir su punto interrogativo y por ende el beneficio de duda, nos reveía el principal argumento conceptual de los adversarios del NOMIC. Para mentes más ponderadas y socráticas, la misma pregunta encierra lo esencial de una polémica que parece exhibir los caracteres de verdadera antinomia. Ella es formulada con tanta insistencia, y ha motivado tantas posiciones contradictorias a nivel internacional, que tal vez valga la pena desarmar su relojería y verificar sus piezas esenciales para detectar las razones de tantas incomprensiones recíprocas.
