El sobre 6–1 contiene comunicaciones relativas al contexto fronterizo entre Ecuador y Perú, de inicios del siglo XX. Así, tensiones limítrofes, gestión del personal militar o manejo de armas y municiones son asuntos recurrentes, en misivas enviadas a los ministerios del Interior, de Policía, de Guerra y Marina. Sin embargo, también temáticas como la recaudación y el manejo de dinero público, o las solicitudes de asignación de recursos se tratan en oficios. Fechas: 1903, 1904.
