En Colombia tras más de 60 años de conflicto armado, se firmó en el año 2016 el acuerdo de paz con las Fuerzas Armadas Revolucionarias de Colombia FARC-EP, proceso que contó con la desmovilización de población con orientaciones sexuales e identidades de género diversas. En el año 2018 como acuerdo del Plan Nacional de Desarrollo 2018 – 2022 se establece la formulación de un Plan de Acción de la Política Pública LGBTI, en este contexto la investigación, busca identificar cómo los firmantes de paz con orientaciones e identidades de genero diversas han incidido en la formulación de dicho plan de
acción. El análisis se realiza a partir de los conceptos de capacidad de agencia propuesto por Amartya Sen, el de participación desde diferentes referentes conceptuales abordados por con Oraisón M y finalmente el concepto de política pública desarrollado desde diversos autores. Se identifican aspectos claves para describir cómo la institucionalidad colombiana en la formulación del Plan de Acción 2019 – 2022 de la Política Pública LGBTI no promovió la participación, ni el empoderamiento de los firmantes de paz en la toma de decisiones que impacten en sus vidas en el marco de la reincorporación a la
vida civil. A partir del análisis se identifica, la falta de acciones de instituciones para asegurar la participación activa de los firmantes en los escenarios de política pública y el reconocimiento de las necesidades en materia de derechos económicos, sociales y culturales de la población firmante con orientaciones e identidades de género diversas.
In Colombia, after more than 60 years of armed conflict, the peace agreement was signed in 2016 with the Revolutionary Armed Forces of Colombia FARC-EP, a process that included the demobilization of populations with divers. In 2018, as an agreement of the National Development Plan 2018 – 2022, the formulation of the LGBTI Public Policy Action Plan was established, in this context the research seeks to identify how the peace signatories with diverse orientations and gender identities have influenced the formulation of said action plan. The analysis is carried out based on the concepts of agency capacity proposedby Amartya Sen, participation from different conceptual references addressed y Oraisón M and finally the concept of public policy developed by various authors. Key aspects are identified to describe how the Colombian institutionality in the formulation of the 2019 – 2022 action plan of the LGBTI Public Policy did not promote the participation or empowerment of the peace signatories for decision-making that impacts their lives in the framework of reincorporation into civilian life. Based on the analysis, the lack of institutional actions to guarantee the effective participation of the signatories in public policy scenarios and the recognition of the needs in terms of economic, social and cultural rights of the signatory population with diverse orientations and gender identities is identified.
