El cambio de matriz energética promovido por el actual Gobierno ecuatoriano va de la mano de una política de desarrollo socioeconómico que se inserta en la dinámica de acumulación capitalista. Bajo este paradigma, la política del Estado apunta a satisfacer una demanda energética creciente, a través de la construcción de mega-proyectos de generación. Esto resulta en una arquitectura centralizadora que, más allá de su baja resiliencia, presenta un déficit democrático. Las comunidades afectadas por esos proyectos no toman parte en las decisiones centrales y, como tal, no son dueñas de su propio desarrollo.
